Description
City of Utica, population approximately 5,000, is seeking to fill the position of Fire Chief. This part-time position supervises a part time paid on call department which responds to fire, rescue, and emergency medical alarms. Qualified candidates should have a Bachelor’s Degree in an appropriate major or equivalent experience, supervisory experience, EMT or paramedic experience, and Fire Inspection experience.
Requirements
1. Plan, supervise, and manage the operation of the Utica Fire Department, coordinating function and activities through reviews with and orders to subordinate officers.
2. Develop long term plans for departmental maintaining and improving operations.
3. Supervise the administrative activities of the department, including personnel selection process per guidelines set by Mayor and Council; payroll recordkeeping; assignment of personnel; scheduling personnel and equipment; requesting and ordering of materials, supplies, and equipment; preparation of budgets, records, and reports; maintenance scheduling; training programs; discipline of subordinates, awareness of collective bargaining agreement and Civil Service Ordinance; and good working relations with subordinates.
4. Direct operation, maintenance, and request for replacement of firefighting or emergency medical equipment, radio equipment, Fire Station, and related properties.
5. Direct training programs for departmental personnel in proper firefighting techniques, safe use of equipment, provision of emergency medical services, and fire prevention.
6. Supervise and direct programs on fire prevention, including inspections, investigations, promotion of fire safety, and enforcement of Federal, State, and local laws. Direct enforcement of and compliance to all Federal, State, and local laws pertaining to department operations, including labor laws, fire prevention, fire suppression, and emergency medical services regulations.
7. Respond to fire alarms, take command, and direct operations at the scene of major fires.
8. Recommend in writing policies to the Mayor and City Council regarding: departmental policies and procedures, personnel issues, general public fire safety, laws and ordinances affecting fire protection and/or emergency medical services.
9. Assist with negotiation and administration of collective bargaining agreement with departmental personnel. Comply with Civil Service Ordinance.
10. Act as liaison and contact to public (both individuals and groups) on matters relating to fire safety and/or departmental operations.
11. Attend all meetings and conferences as directed by Mayor and Council.
