The ideal candidate is a community-minded leader who brings both creativity and practical insight to strengthen Tuolumne County’s library, parks, and recreation programs. They think outside the box to create engaging, inclusive services and activities that reflect the diverse interests of the community. They value teamwork and collaboration—building strong partnerships with staff, other county departments, local organizations, and the public to ensure programs support the county’s shared goals. ABOUT THE DEPARTMENT
The Library and Parks & Recreation Departments work together to enrich the lives of Tuolumne County residents and visitors by providing welcoming, accessible, and high-quality opportunities for learning, discovery, and recreation. Through diverse programs, welcoming spaces, and community partnerships, the departments connect people to knowledge, creativity, and each other—promoting lifelong learning, well-being, and a vibrant quality of life for the community.
The Tuolumne County Library has four highly active branches throughout Tuolumne County and served a total of 129,435 patrons in Fiscal Year 2024-2025.
The Tuolumne County Parks & Recreation department operates three youth centers, four parks, including Standard Park, an active Tiny Tots preschool program, summer aquatics programs, manages county event facilities as well as provides multiple recreation programs throughout the year. The department also includes county groundskeeping, which maintains all outdoor parks and recreation facilities, as well as 64 county-owned or leased properties throughout Tuolumne County.
With a combined budget of $3.7M and 21.5 FTE supplemented with 154 relief and seasonal staff members, the department is an integral part of the community.
THE RECRUITMENT AND SELECTION PROCESS

Qualified candidates will will be invited to participate in the interview process, which will include a peer screening interview and a Board interview. This department head position receives administrative direction from the County Administrative Officer or designee and serves at the pleasure of the Board of Supervisors as the appointing authority.
COUNTY BENEFITS
The County has an excellent executive benefits package that includes:
- County Contribution: $13,200- $25,428 contributed annually towards health benefits, or $550 cash out option per month if opting out of health insurance.
- Health Insurance: Medical, dental and vision.
- Retirement: County pays into Social Security and CalPERS. CALPERS tier dependent upon hire date or prior service/reciprocity.
- Deferred Compensation (457b): match of 7%-8% depending on years of service.
- Retention incentive: 2.5 % = 5 years, 5% = 10 years, 10% = 15 years, 15% = 20 years, 20%= 25 years
- Personal Time Off (PTO): 180-260 hours annually depending on years of service.
- Personal Flex Days: 12 days per fiscal year during life of Compensation Plan, pro-rated depending on hire date.
- Holidays: Twelve paid days.
- Life Insurance: $200k
- Short-Term Disability Insurance: Provided
- Relocation: May qualify for relocation assistance.
- Tuition Reimbursement: Non-taxable financial support to employees who pursue professional growth and development through formal higher education pursuant to IRS Code.
- Housing: May qualify for employee down payment and closing cost assistance program.
- Telework Schedule: Flexibility will be offered once the successful candidate is established in the position, while recognizing the importance of visibility and relationship building within the role.

Requirements
A Bachelor’s degree from an accredited college or university with major coursework in recreation administration, library science, business administration, or related field and five (5) years of increasingly responsible recreation or library experience, including at least two (2) years in a supervisory or administrative capacity.
