Position Summary
We are seeking a Software Development Project Manager with a strong technical background in software development and systems engineering to lead Agile teams supporting the U.S. Army's energy and water metering program. This role combines Agile project management with hands-on development, designing and implementing containerized cloud applications within a system-of-systems that integrates with the Army's enterprise cloud and data environment. The ideal candidate brings development and systems analysis experience, mentors team members, and ensures seamless integration, optimal performance, and alignment with federal customer requirements and contract obligations.
Key Responsibilities
Project & Delivery Management
- Lead Agile ceremonies including sprint planning, backlog refinement, daily standups, sprint reviews, and retrospectives.
- Develop and maintain iterative delivery plans, release schedules, and Agile roadmaps in alignment with contract milestones.
- Track Agile metrics (velocity, burndown, cycle time) and provide clear status reporting to senior leadership and stakeholders.
- Collaborate with Product Owners to refine requirements, define acceptance criteria, and break down complex tasks into actionable user stories.
Systems Planning & Technical Leadership
- Plan and design systems infrastructure, including hardware and software implementation, to meet mission and operational requirements.
- Analyze user requirements, operational procedures, and system issues to recommend automation, optimization, and efficiency improvements.
- Lead system development, modification, testing, and maintenance efforts for complex systems.
- Provide technical guidance and mentorship to junior engineers and project teams.
- Oversee system integration, analysis, verification, and validation to ensure system performance and compliance with requirements.
- Diagnose complex problems, perform technical trade studies, and recommend system improvements and optimizations.
- Manage technical risks and develop mitigation plans to minimize impact on delivery and system performance.
Stakeholder Engagement & Customer Interface
- Act as the primary technical liaison between development teams, federal customers, and other stakeholders.
- Manage stakeholder expectations, communicate technical concepts effectively, and ensure alignment with mission objectives.
- Participate in briefings, technical reviews, and system demonstrations to provide status, recommendations, and risk assessments.
Process Improvement & Compliance
- Identify and implement process improvements to enhance Agile delivery, system reliability, and operational efficiency.
- Ensure compliance with federal acquisition and cybersecurity requirements (FAR, FISMA, NIST, FedRAMP) in system design, development, and documentation.
- Maintain technical and project documentation for audits, customer reviews, and program compliance.

Requirements:Required Qualifications
- Bachelor's degree in Computer Science, Software Engineering, Systems Engineering, or related field (or equivalent experience).
- 24 years of experience as a software developer or systems engineer.
- 25 years of Agile project management experience in software/system development.
- Experience planning, designing, and implementing complex software and/or hardware systems.
- Strong understanding of Agile frameworks (Scrum, Kanban, SAFe) and federal acquisition processes.
- Familiarity with Agile tools such as Jira, Confluence, Azure DevOps, or similar.
- Demonstrated ability to mentor junior engineers and project teams.
- Strong problem-solving, analytical, and stakeholder communication skills.
Preferred Qualifications
- Agile certifications (CSM, CSPO, A-CSM, SAFe Practitioner).
- PMP or federal PM certification (FAC-P/PM is a plus).
- Experience with system integration, verification, and validation in federal projects.
- Exposure to DevSecOps, CI/CD pipelines, or cloud environments (AWS, Azure, GCP).
- Experience in federal contracting environments (DoD, Civilian, or IC).
- Active US Government Security Clearance.
