The State of Connecticut, Department of Transportation (DOT), is now accepting applications for a Transportation Engineer Trainee in the Office of the State Traffic Administration (OSTA).
THE ROLE:
You will be responsible reviewing and providing determinations regarding speed limit studies, traffic signal reviews, passing zone reviews, through truck prohibition investigations, parkway permits, and other requests.
You will be reviewing Major Traffic Generator (MTG) applications for their effects on roadway operations in collaboration with other units in the Department.
You will work with office staff to manage all necessary responsibilities of the Office of the State Traffic Administration.
Duties include but are not limited to:
Reviewing Major Traffic Generator (MTG) applications, speed limit requests, passing zone studies, no through truck investigations, traffic signal revisions, and other requests.
Conducting field reviews for MTG applications, speed limit studies, passing zone studies, no through truck investigations, and other requests.
Preparing technical reports and administrative documents for MTG applications, speed limit studies, passing zone studies, no through truck investigations, traffic signal revisions, and other requests.
Preparing correspondence to local traffic authorities, consultants, state/municipal officials, and the public.
Conducting research and preparing technical reports on findings.
Analyzing problems and recommending effective solutions.
Providing technical support to and coordinating with other DOT units.
Providing technical advice and recommendations
Results of this interview may be used to fill any Transportation Engineer Trainee (E) position vacancies in the Office of the State Traffic Administration in the next 12 months.
ABOUT OUR DEPARTMENT:
The Office of the State Traffic Administration (OSTA) sets standard rules of the road, also known as regulations, to make sure Connecticut roads are safe and in good condition for the traveling public. Staff work closely with the Local Traffic Authorities (LTA) in each town regarding the posting of signs, markings, and traffic signals on State highways and local roads. The OSTA is responsible for establishing speed limits on all public roadways in Connecticut, reviewing revisions to municipally owned traffic signals, establishing passing and no passing zones on State roadways, reviewing plans for Automated Traffic Enforcement Safety Devices (ATESD) or speed safety cameras, and reviewing the traffic impacts of large-scale developments known as Major Traffic Generators (MTG), among other responsibilities.

POSITION HIGHLIGHTS:
Full Time, 40 hours per week
Monday through Friday
Location: DOT Headquarters in Newington, CT
Applicants must be available to travel for training, conferences, meetings, field reviews, etc.
A valid motor vehicle operator's license is required and must be maintained
This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy which can be found here. Employees in their initial working test period must work on site in the office.

Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Possession of a Bachelor's degree.
NOTE: If the target job classification has a Minimum Qualification that requires specific licensure and/or the Bachelor's degree to be in a specific area(s), then these specific licensures and degree areas are required for appointment to the Transportation Engineer Trainee classification. Candidates cannot be appointed until all degree requirements are complete.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302 may be substituted for the General Experience requirement.
Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302 may be substituted for the General Experience requirement.
NOTE: The following additional substitutions are allowed for the Target Class of Transportation Engineer 1 (Construction Engineering):
Possession of Land Surveyor (LS) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302 may be substituted for the General Experience requirement.
Possession of Land Surveyor-In-Training (LSIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302 may be substituted for the General Experience requirement.
Possession of at least Level III certification, from the National Institute for Certification in Engineering Technologies (NICET), in one of the following Civil Engineering Technology Programs may be substituted for the General Experience requirement:Transportation Construction Inspection Program - Highway Construction Inspection.
Construction Materials Testing Program - Asphalt, Concrete or Soils.
Transportation Program - Highway Materials, Highway Surveys or Highway Construction Inspection.
Possession of a Level III Survey Technician Certification from the National Society of Professional Surveyors may be substituted for the General Experience requirement.
Possession of an American Welding Society (AWS) Certified Welding Inspector (CWI) certification, at the level of a Welding Inspector (WI) or above, may be substituted for the General Experience requirement.
