First Shift, 7:30 AM to 4:00 PM

In the P-4 (Engineering, Scientific and Technical) bargaining unit
THE ROLE
The Transportation Materials Technician 3 position resides in the Aggregates Section of MESU. The role involves working lead responsibilities supporting the Department’s statewide materials evaluation, qualification, and testing programs. This includes:
Providing day-to-day direction and oversight to lower level MESU staff performing materials testing, sampling, and inspection work.
Performing and reviewing testing and inspection activities involving aggregates, hydraulic-cement concrete, bituminous materials, and related construction materials.
Conducting aggregate qualification evaluations, concrete assurance testing, coordinating and conducting ready-mix concrete plant inspections, aggregate source approvals, and ongoing materials testing and inspection activities applicable to the quality assurance programs for materials acceptance and independent assurance.
Supporting construction project personnel regarding laboratory policies and procedures and/or problems with materials, verifying compliance, and ensuring proper documentation of test data.
Reviewing and recommending improvements to MESU testing and reporting methods.
Overseeing lower level MESU staff use of the Department’s construction/materials systems, including AASHTOWare Project Construction & Materials (AWP), SiteManager, and the Construction Document Management System (COMPASS).
Maintaining and calibrating equipment and assisting higher level employees with purchasing of materials testing equipment.
Preparing test reports, maintaining records, and ensuring standard operating procedures are met within the unit.
Performing related duties as required to support the mission of the Division of Construction Operations.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Division of Materials Testing this class is accountable for acting as a working lead and/or for performing the most complex tasks in materials testing field and laboratory inspections, including inspections of bituminous plants, and chemical or physical testing and analysis of construction, maintenance, and other materials.
EXAMPLES OF DUTIES
WORKING LEAD:
As assigned by the supervisor, may distribute, prioritize, oversee and review work of a field or central laboratory staff;
May provide staff training and assistance;
May conduct or assist in conducting performance evaluations;
May act as liaison with operating units, agencies, consultant staffs or other outside officials such as construction personnel, vendors and producers regarding laboratory policies and procedures and/or problems with materials;
May recommend policies and standards;
May prepare reports and correspondence of tests and analyses including graphs;
Performs related duties as required.
ADVANCED WORKING LEVEL:
Prepares recommendations regarding suitability of materials used in construction or maintenance of transportation systems;
Establishes and maintains procedures;
Performs assurance sampling and material inspections and testing;
Assists in directing research on new materials or modification of old materials;
May make recommendations concerning product certification in meeting specific contract specifications;
May witness welder certification tests;
May assist in the purchasing of instrumentation;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge ofphysical and/or chemical properties, specifications, and uses of construction materials;
principles and practices prescribed by the American Society for Testing Materials, the American Association of State Highway and Transportation Officials, and the federal government for chemical and physical testing of transportation construction and maintenance materials;

Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in the chemical and/or physical analysis of transportation construction or maintenance materials, including independent performance of tests such as extraction gradation, slump and air content for cement, and concrete cylinder tests.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in natural sciences, construction technology, civil engineering or other related fields may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
Experience with Bluebeam, Microsoft Excel, creating spreadsheets, inputting data, and creating graphs, and other Microsoft Office applications.
Experience using SiteManager, AASHTOWare Project Construction & Materials (AWP), & COMPASS.
Experience performing mathematical computations, preparing documents such as material testing and inspection reports, and reviewing producer documents such as quality control plans, batch tickets, delivery tickets, component logs, and test reports.
Experience communicating verbally and in writing with teammates and stakeholders of all levels.
Experience with hydraulic cement concrete and aggregates production and testing.
Experience coordinating and scheduling work assignments in a materials testing laboratory to ensure timely and accurate completion of testing responsibilities.
Experience applying standards for testing or inspecting construction materials commonly used in transportation-related projects, including those published by ASTM and AASHTO.
Possession of the Northeast Transportation Training and Certification Program (NETTCP) Concrete Technician, NETTCP Soils and Aggregate Lab Technician, ACI Concrete Field-Testing Technician—Grade I Certifications or equivalent.
SPECIAL REQUIREMENTS
NUCLEAR DENSITY UNIT: Incumbents in this class may serve as the Department's Radiation Safety Officer and be designated to hold a United States Nuclear Regulatory Commission license.
STRUCTURAL STEEL FABRICATION SECTION: Incumbents in this class may be required to possess a Certified Welding Inspector Certificate and/or Nondestructive Testing Level III Certification in accordance with procedures set forth by the American Welding Society for nondestructive testing.
Incumbents in this class may be required to travel.
Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
PHYSICAL REQUIREMENTS
Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
A physical examination may be required.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury due to toxic fumes, chemicals, dust, or heavy machinery or equipment; may occasionally be required to lift heavy objects; may be exposed to environmental conditions such as noise or heavy traffic.
