Job Summary
The Building Code Official is a key member of the Department’s senior leadership team. As mandated by Title 36, Code of Virginia, Loudoun County Building Code Official is the executive responsible for the enforcement of the Virginia Uniform Statewide Building Code (VUSBC). In that capacity they are responsible for the activities of all technical assistants utilized to assist in the enforcement of the VUSBC whose duties include, but not limited to, permitting, plans review, and inspections. The Building Official oversees a large and diverse staff including the Deputy Building Official, plans reviewers, inspectors, and administrative staff.
We are seeking an experienced Building Code Official to join our team as we lead the department into a new era of integration and cooperation among work groups, assist our partners in the development community build the county’s future, and promote the health, safety and welfare through the administration and enforcement of the Virginia Uniform Statewide Building Code (VUSBC) and other local, state and federal regulations. This individual should think strategically, be adaptable to changes that impact the administration of the building code and promote innovative ideas for the completion of the daily plan review and inspection work.
The duties and responsibilities of this position include:
- Direct management of up to 4 employees to include the Deputy Building Code Official and administrative staff.
- Manage the building and trade plan review program and staff.
- Manage staff performance for adherence to all applicable policies and procedures of the Department and of the County.
- Administer and enforce the provisions of the Virginia Uniform Statewide Building Code (VUSBC).
- Provide sound technical advice to staff, the Department’s leadership and County Administration.
- Manage staff oversight and industry membership of the Local Board of Building Code Appeals (LBBCA) pursuant to Title 36-105, Code of Virginia.
- Serve as the final authority and subject matter expert regarding all building code issues, including interpretation for staff related questions and external requests for modification and interpretation recommendations for code changes that would enhance the County’s ability to enforce the code to meet local demands.
- Provide technical code expertise and consultation to Building Code Enforcement and Fire Marshal’s Office staff, contractors, engineers architects, owners, applicants and attorneys.
- Provide technical and complex training about new techniques in construction and materials and about new or complex statutes, codes and ordinances.
- Promote staff growth and professional development, including encouraging participation in local, state and federal organizations involved in establishing and enforcing building and trade codes.
- Plan, direct and manage a high volume of activities and operations of the plan review program.
- Promote the use of technology to complete daily building code plan reviews and inspections.
- Review proposed local, state and federal legislation for compliance with the building code and other regulations.
The ideal candidate will possess outstanding communication skills, both verbal and written, excellent leadership and supervisory skills, support continuous learning, provide great customer service and foster a team environment. Maintaining synergy between the internal Code plan review and inspection work groups, the Permits Division, Fire Marshal’s Office and the Planning and Zoning Enforcement team is paramount. They will be organized, exhibit high level of self-motivation, interpersonal skills, including establishing and maintaining relationships with fellow employees, County officials, builders, contractors and the public with integrity. This candidate must be proficient at speaking to elected boards and commissions as well as being comfortable speaking with professionals in the business community and with citizens.
This candidate should demonstrate they can solve problems and resolve conflicts and have extensive knowledge of policies and regulations (local, state and federal) surrounding the building code regulations.
Requirements
Minimum Qualifications
Bachelor’s degree in engineering, Management, Construction, or related field; five (5) years of code enforcement management or other complex project management experience along with one (1) year of supervisory experience; or equivalent combination of education and experience.
Preferred qualifications include extensive knowledge of the Virginia Uniform Statewide Building Code (VUSBC), work experience in a fast-paced customer facing organization and knowledge of permitting and licensing software and digital plan review technologies.
Job Contingencies and Special Requirements
Must be able to occasionally work outside of normal business hours.
Criminal, credit and DMV background checks are required. Valid driver’s license and good driving record required (driving records may be reviewed annually for continued qualification).
Must obtain and maintain certification as a State certified Building Code Official and County required supervisory training within one (1) year of hire. Certification as a Certified Code Enforcement Administrator (CCEA) a plus.
