City Manager, Chief Administrative Officer

The City of Lapeer (population 9,300) is seeking a dynamic and experienced leader to serve as their next City Manager, Chief Administrative Officer. As the county seat, the City of Lapeer is the commercial and retail epicenter of Lapeer County. The historic downtown, with one of the oldest court houses in the country, offers easy access to arts, entertainment, shopping, parks, and recreational facilities. Given a vibrant community and growing population, the next manager will be focused on housing, continued economic development, and fostering the strong and safe neighborhoods that distinguish Lapeer. The City has a total operating budget of $29 million, with a General Fund budget of $11 million. With a staff of 160 employees, (70) full-time and (90) part-time, the City prides itself on a deep bench of internal talent.

The next City Manager of Lapeer will be a strategic planner, with experience in expanding infrastructure to support sustainable growth. The demonstrated capacity to build on the sound and stable financial history of the City will be a distinguishing feature of top-tier applicants and a benchmark for performance assessment. The candidate selected will understand the value of intergovernmental relations and evidence the ability to leverage regional partnerships to expand economic opportunity. Necessarily, the next City Manager of Lapeer will have advanced skills in effectively communicating and messaging to a wide range of community partners.

The City of Lapeer is a Commission-Manager form of government, which prides itself on a long history of stable leadership and strong support for the administrative staff. The City has been well served by the outgoing professional manager and the Commission looks to build on the success of the last decade, particularly the positive organizational culture existing within City Hall. Compensation and Benefits

ANNUAL SALARY:  $120,000-$125,000 DOQ. The City offers a generous Defined Benefit Retirement Plan & Blue Cross Blue Shield Healthcare Plan.



Requirements

GENERAL STATEMENT OF DUTIES:  Under policy direction from the City Commission, plans, develops and implements a diverse program of City services to meet policy requirements and community needs.  Oversees the organization and direction of all City departments.

 

SUPERVISION RECEIVED:  Work performed under direction of the Mayor and City Commission.

SUPERVISION EXERCISED:  Directly supervises all Department Heads.  Indirectly supervises all other City employees.

 

TYPICAL EXAMPLES OF WORK:  An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)

  • Oversees the operations of the City’s departments and activities. Initiates studies and monitors operations to ensure quality services are provided in an efficient and timely manner.
  • Prepares and recommends policies and programs to the City Commission. Provides information to the Commission to aide in its deliberations.  Implements policies set forth by the Commission.
  • Supervises the development of budget forecasts. Directs the City Finance Director in preparation of the annual budget.  Ensures the proper administration of the budget.
  • Represents the City at meetings and conferences. Negotiates contracts and agreements on behalf of the City. Presents the official City position on issues related to finances and operations.
  • Responds to complaints related to City policies and services. Implements remedial action as required.
  • Supervises all City employees, either directly or through Department Heads. Directs employee selection procedures, evaluation, recognition, discipline, and discharge actions. 
  • Recommends organization of City departments and personnel. Develops and enforces personnel policies.
  • Recommends the compensation of Department Heads and employees for approval by the City Commission in accordance with budget appropriations.
  • Advises and assists administrative staff and Department Heads in resolving difficult operational problems.
  • Coordinates City operations with those of other governmental agencies.
  • Directs the development of capital improvement programs. Monitors capital needs and determines appropriate financing mechanisms for larger purchases and projects.
  • Serves as the City’s legislative coordinator. Stays current of proposed changes in legislation that may impact the City.  Communicates City needs to state and federal elected officials. 
  • Performs related work as required.
  • Negotiates all employee collective bargaining contracts, including non-union employees.

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT:

  • Thorough knowledge of the laws, ordinances and related legislation pertaining to municipal operations and authority, budgeting, and public information.
  • Considerable knowledge of the professional principles and procedures of city and organizational management.
  • Good knowledge of municipal financial and personnel management, contract negotiation and economic development.
  • Good knowledge of public relations practices and marketing.
  • Skilled in compiling and evaluating complex data and formulating policy and service recommendations.
  • Skilled in managing diverse programs and services.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with citizens, elected officials, employees, other governmental agencies, and municipal professionals.
  • Ability to maintain records and prepare comprehensive reports.
  • Ability to effectively communicate and present ideas and concepts orally and in writing.
  • Ability to work effectively under stress and changes in work priorities.
  • Ability to attend meetings scheduled at other than regular business hours.
  • Ability to train, supervise and evaluate the work of others.
  • Must have a strong human resource background.
  • A valid Michigan driver’s license is required.

An employee in this class, upon appointment, should have the equivalent of the following training and experience:

 

  • Education requirements include a Bachelor’s degree, Master’s Degree preferred; in business administration, public administration, finance, engineering, urban planning or related field.
  • Experience requirements include five years of progressively responsible municipal management experience.
