Description
Marion County, Kansas (pop. 11,868; $35,338,592 budget (2022); 111 FTE’s), located in Central Kansas approximately 60 miles northeast of Wichita, Kansas. The County encompasses approximately 954 square miles and has 12 incorporated cities. The City of Marion, Kansas, serves as the County seat.
The Marion County Board of Commissioners is a five-person elected body representing five districts that has overall responsibility for county government, setting policy and performing executive and legislative functions. Commissioners serve four-year terms, with two of the five commissioners being elected in the same year, and the other three commissioners elected two years later. The current Commission is progressive, forward-thinking and collaborative.
The County Administrator is appointed by the Commission and responsible for managing the resources and non-elected personnel of Marion County. Operations generally involve managing and overseeing annual operating and capital budgets, coordinating and supervising all departments under direct authority of the Board of County Commissioners, coordinating administration of all County departments, agencies, offices, and boards, and other duties as assigned by the Board of Commissioners.
Requirements
Education and Experience: Must possess a Bachelors’ Degree in public administration, business administration, public policy, finance, or related field. Relative experience will be considered in lieu of education. Must have a minimum of 2-3 years progressively responsible experience and a record of achievement as a County / City Manager / Administrator or Assistant City / County Manager / Administrator or comparable department head in a full-service, quality-oriented organization.
The ideal candidate will have demonstrated effective supervisory experience of appointed officials, ability to work effectively with appointed and elected department heads; experience in seeking and managing grant opportunities, proven record of successful intergovernmental relationships, financial management, budgeting skills and effective communication through local news outlets and social media. This candidate will be a driven, forward-thinking consensus builder with a collaborative spirit and a positive persona.
