Description
The Investments Manager works closely with the State Investment Officer (SIO) to invest the assets of the Office’s $37 billion state and local government investment pool (PTIF) and works with the Chief Deputy and State’s Investment Consultant to oversee the $2 billion longer-term investment portfolios including providing analytics, performance and asset allocation investment expertise. The position will assist in the launch of the State’s Small Business Retirement Program, and the position may also serve as staff for the board of trustees of the State Post-Retirement Benefits Trust Fund, Elected Official Post-Retirement Trust Fund and Annual Leave Trust Fund.
This position reports directly to the State Investment Officer and works closely with the Finance Director and Chief Deputy and State Treasurer.
Requirements
Shares the role of portfolio manager with the CIO to invest the assets of the PTIF
Monitors market conditions to determine trading strategies to maximize yield and minimize risk within the constraints of the State’s Money Management Act and the State’s Investment Policy
Finds software tools to assist in providing portfolio analytics for management of the PTIF and Long-Term Investment Portfolios and administers and maintains those tools.
Establishes and maintains appropriate investment benchmarks and investment performance reporting
Rebalances various investment portfolios on a periodic basis and keep the various investment plans in sync with target asset allocation.
Works with Investment consultants and Chief Deputy to identify and procure investment manager services
Works with Investment consultants and Chief Deputy to determine investment policy including asset allocation
Works with selected vendors to launch and ensure success of the State’s Small Business Retirement Program
